TACT Welcomes Foster Care Values Agency
TACT Fostering, the UK’s largest dedicated fostering charity, is delighted to announce the acquisition of Foster Care Values (FCV), a highly regarded fostering agency based in North Wales. This important move ensures a bright, not-for-profit future for Foster Care Values as the Welsh Government moves toward removing profit-making from foster care by 2027.
As a registered charity, TACT has over 30 years’ experience providing local, safe foster homes for young people and has long supported and campaigned for initiatives that aim to remove profit from children’s social care.
“Foster Care Values is an excellent fostering agency with whom we share many values and an ethos that puts children and young people at the heart of all that we do, but as a family-owned and run ‘for profit’ agency, their model was not aligned with the Welsh government plans.
“This partnership will provide stability and reassurance of a long-term future, for FCV staff and carers. This will enable them to continue their excellent work as part of a charitable agency.”
Andy Elvin, CEO of TACT Fostering
While FCV will now be owned by TACT, it will continue to operate under the Foster Care Values name and retain its distinct identity.
The acquisition will bring eight colleagues, 26 foster carers, and 41 young people into the TACT family, which already includes a well-established network of foster carers in South Wales. This partnership will further strengthen the presence of both TACT and FCV in North Wales, enhancing their ability to provide support to foster carers and local authorities throughout the region.
Mick Sams, Director of Foster Care Values, commented: “As Wales continues to implement its plan to remove profit from children’s care, Foster Care Values is proud to be part of the solution. FCV and TACT have a shared ethos that prioritises the needs of vulnerable children and young people over profit. By partnering with TACT, we can fully embrace this, adopt not-for-profit status, and provide long-term security for our staff, foster carers and young people.”
TACT’s acquisition of FCV will strengthen the presence of not-for-profit fostering providers in North Wales and will provide stability and reassurance to FCV’s foster carers and staff.
Karen Benjamin, Head of Children’s Commissioning Consortium Cymru (4Cs), welcomed the acquisition, saying: “With both FCV and TACT Fostering well-established as good quality partners across our Consortium and on the All-Wales Framework for Foster Care, this is a positive move which will future proof FCV’s status in the not-for-profit environment. We look forward to continuing working with both organisations through this transition phase and beyond to meet the needs of our looked after children in Wales.”

Mae TACT Fostering, yr elusen faethu fwyaf yn y DU, yn falch o gyhoeddi ei fod wedi caffael Foster Care Values (FCV), asiantaeth faethu uchel ei pharch yng Ngogledd Cymru. Mae’r cam pwysig hwn yn sicrhau dyfodol disglair, nid-er-elw i Foster Care Values wrth i Lywodraeth Cymru symud tuag at gael gwared ar elw o’r maes gofal maeth erbyn 2027.
Fel elusen gofrestredig, mae gan TACT dros 30 mlynedd o brofiad o ddarparu cartrefi maeth lleol a diogel i bobl ifanc, ac mae wedi bod yn cefnogi cynlluniau sy’n ceisio cael gwared ar elw o’r maes gofal cymdeithasol i blant ac yn ymgyrchu dros hynny ers tro byd.
“Mae Foster Care Values yn asiantaeth faethu ragorol sy’n rhannu llawer o’r un gwerthoedd â ni, yn ogystal â’r ethos o roi plant a phobl ifanc wrth galon popeth a wnawn. Ond, fel asiantaeth deuluol er elw, nid oedd eu model yn cyd-fynd â chynlluniau Llywodraeth Cymru.
“Bydd y bartneriaeth hon yn rhoi sefydlogrwydd a sicrwydd o ddyfodol hirdymor i staff a gofalwyr FCV. Bydd hyn yn eu galluogi i barhau â’u gwaith rhagorol fel rhan o asiantaeth elusennol.”
Andy Elvin, Prif Swyddog Gweithredol, TACT Fostering
Er y bydd FCV yn eiddo i TACT o hyn ymlaen, bydd yn parhau i weithredu o dan yr enw Foster Care Values ac yn cadw ei hunaniaeth unigryw.
Bydd y caffaeliad yn ychwanegu wyth o weithwyr, 26 o ofalwyr maeth, a 41 o bobl ifanc at deulu TACT, sydd eisoes yn cynnwys rhwydwaith sefydledig o ofalwyr maeth yn Ne Cymru. Bydd y bartneriaeth hon yn cryfhau presenoldeb TACT ac FCV yng Ngogledd Cymru, gan wella eu gallu i ddarparu cefnogaeth i ofalwyr maeth ac awdurdodau lleol ar hyd a lled y rhanbarth.
Dywedodd Mick Sams, Cyfarwyddwr Foster Care Values: “Wrth i Gymru barhau i weithredu ei chynllun i gael gwared ar elw o’r maes gofal plant, mae Foster Care Values yn falch o fod yn rhan o’r ateb. Mae FCV a TACT yn rhannu ethos sy’n rhoi blaenoriaeth i anghenion plant a phobl ifanc agored i niwed dros elw. Drwy weithio mewn partneriaeth â TACT, gallwn fanteisio’n llawn ar y cyfle hwn, mabwysiadu statws nid-er-elw, a darparu sicrwydd hirdymor i’n staff, ein gofalwyr maeth a’n pobl ifanc.”
O ganlyniad i TACT yn caffael FCV, bydd presenoldeb darparwyr maethu nid-er-elw yn cryfhau yng Ngogledd Cymru a bydd gofalwyr maeth a staff FCV yn cael sefydlogrwydd a sicrwydd.
Mae Karen Benjamin, Pennaeth Consortiwm Comisiynu Plant Cymru (4C) yn croesawu’r caffaeliad gan ddweud: “Gydag FCV a TACT Fostering wedi hen ennill eu plwyf fel partneriaid o ansawdd da ar draws ein Consortiwm ac ar y Fframwaith Gofal Maeth ar gyfer Cymru Gyfan, mae hwn yn gam cadarnhaol a fydd yn diogelu statws FCV ar gyfer y dyfodol yn yr amgylchedd nid-er-elw. Edrychwn ymlaen at barhau i weithio gyda’r ddau sefydliad drwy gydol y cyfnod pontio hwn a thu hwnt, i ddiwallu anghenion ein plant sy’n derbyn gofal yng Nghymru.”
